The City Council is committed to raising the tone in the fight against climate change (26/02/2018)

Lorca joined the Covenant of Mayors in 2011 and drew up its Action Plan for Sustainable Energy that guarantees the improvement of energy efficiency in the municipality. This document was approved by the Consistory in 2013 and accepted by Brussels in 2014.

The Councilor for Urbanism and Environment in the City of Lorca, Satur Martinez, reported that the Municipal Executive will propose the incorporation of the city to the Covenant of Mayors on climate and energy (horizon 2030).

We are talking about an agreement promoted by the European Commission (EC) as a key action in the Union Strategy for adaptation to climate change.

The objective is to involve and support local authorities when acting to mitigate climate change.

Satur Martinez has stated that with this accession, the City Council would basically commit to reducing CO2 emissions by 40% before 2030 (and other greenhouse gases, in particular through the improvement of energy efficiency and greater use of renewable energy sources).

It also seeks to increase its resilience by adapting to the impacts of climate change, as well as carry out an inventory of reference emissions and an assessment of risks and vulnerabilities derived from climate change.

The City Councilor for the Environment has indicated that a Plan of Action for Climate and Sustainable Energy is also planned within two years.

Satur Martínez explained that since its launch, the Covenant of Mayors has been recognized as a key instrument of the EU, particularly in the strategy of the Energy Union (EC, 2015) and the European Energy Security strategy (CE, 2014) to accelerate the energy transition and improve the security of the energy supply.

The EU approved in October 2014 the framework for action on climate and energy until the year 2030 that establishes new energy and climate objectives: internal reduction of at least 40% of greenhouse gas emissions;

We must remember that the City of Lorca, in its commitment to fight against climate change, joined the "Covenant of Mayors" on March 4, 2011.

This initiative of the European Commission, aimed at local authorities, implied a commitment by the signatory cities to reduce CO2 emissions in the respective territorial areas for the year 2020. To achieve this goal, the Consistory held (within the term of one year since the signing of the Covenant of Los Alcaldes), an Action Plan for Sustainable Energy (SEAP), which will guarantee the improvement of energy efficiency in the municipality, as well as the production of a cleaner energy, encouraging responsible consumption Of the same.

Recall that this Action Plan was approved by the City of Lorca in 2013, and finally accepted by Brussels in October 2014.

In the same line against climate change, the City wants to deepen its commitment, with more ambitious objectives, adding to the Covenant of Mayors on climate and energy (horizon 2030).

The Municipal Executive shares the vision of a sustainable future, within the city project that is being developed in Lorca thanks to the common effort of every society.

The New Lorca that we are raising together has to be directed towards a more respectful horizon with the environment.

This common objective should focus our actions when facing the following interconnected challenges: mitigation of climate change, adaptation and sustainable energy.

Together, we are ready to take concrete and long-term measures that guarantee a stable environment from the economic, social and environmental point of view for current and future generations.

Our collective responsibility entails building territories that are more sustainable, attractive, habitable, resistant to climate change and energy efficient.

Climate change is already a reality and constitutes one of the greatest challenges of our era that requires immediate action and cooperation among local, regional and national authorities around the world.

Local entities play a key role in the energy transition and the fight against climate change, as they govern closer to citizens.

They share with regional and national governments the responsibility to fight against climate change and are willing to act independently of the commitments assumed by other parties.

Local and regional authorities of any socioeconomic situation or geographic location lead the fight to reduce the vulnerability of their territory in the face of the different consequences of climate change.

Although actions have already been taken to reduce emissions, adaptation continues to be a complement to the necessary and indispensable mitigation.

Adapting to and mitigating climate change brings numerous advantages to the environment, society and the economy.

By addressing them together, new opportunities open up to promote sustainable local development.

This includes the creation of inclusive, climate-resilient and energy-efficient communities;

the improvement of the quality of life;

the promotion of investment and innovation;

the boost of the local economy and the creation of jobs;

the reinforcement of the participation and cooperation of the interested parties.

Local solutions to energy and climate challenges help to promote a safe, sustainable, competitive and affordable energy for citizens and contribute, in this way, to reducing energy dependence and protecting the most vulnerable consumers.
