IU-Green asks the City Council to expedite the free donation of the mill of Escarambrujo (09/03/2018)

The councilor of this formation, Gloria Martin, called for "good sense" and "coherence" to the Mayor of Lorca who warned that it will be difficult to explain to the public that prefer to give priority to the greed of the still owners of the bullring, in detriment of the owners of this Property of Cultural Interest, who, in a gesture of generosity, donate their property to the municipality at "zero" cost to the public coffers

The councilor of IU-Green Lorca, has asked the City of Lorca to accept the free donation of the hydraulic complex of the Escarambrujo mill, declared a Cultural Interest (BIC), with the category of ethnographic place of interest, in March 2017. Martín reported that the donation and free transfer of rights, made by its current owners, affects the entire estate of 20,005 m², located in the council of Rio, where in addition to the hydraulic complex there are three houses.

The whole is valued at 441,932.35 euros, of which the City would not have to pay anything.

This donation has not yet been accepted by the City of Lorca, which is awaiting the drafting of a technical report on the current status of the hydraulic complex, and the cost of the most urgent actions for its conservation, as well as the right to score that can be used by the Autonomous Community of the Region of Murcia to be a BIC.

Therefore, Martin has asked the PP government team to "urge" the CARM and that if it does not express an explicit interest in its acquisition, the City will proceed with the acceptance of the donation.

Martin recalled that the Local Government of the PP has expressed its intention to pay 1.4 million euros to acquire the Sutullena bullring and invest another million and a half public money for recovery.

An area over which the public authorities have no legal obligation to procure their purchase or conservation due to lack of protection by the Historical Heritage Law of the Region of Murcia.

On the contrary, the councilor of IU-Greens noted that, under Law 4/2007, of March 16, there are reasons of "general interest" for the public acquisition of the mill of Escarambrujo, which is considered as a " the flagship of our cultural heritage. "

For this reason, it has requested that this transaction be of a "priority" nature, in order to be able to preserve it and provide it with public use.

In this regard, IU-Verdes proposed last May its recovery for the creation of a botanical garden and an ethnographic museum and water nonexistent in the municipality in order that Lorca has a space that allows the understanding and natural and historical interpretation from an area intimately linked to an "ancestral water culture".

"The City Council has in its hands a magnificent opportunity to provide the municipality with a public space of great natural, ethnographic, cultural and tourist interest, which at the moment is doomed to absolute ruin," said Martín.

For this reason, he requested "wisdom" and "coherence" to the Mayor of Lorca who warned that it will be difficult to explain to the public that he prefers to bend to the greed of the still owners of the bullring, while ignoring the owners of Escarambrujo, who intend to donate their property to the City at a "zero" cost to the public coffers.

In that sense, he recriminated his interest "public and unprecedented" for the acquisition of the bullring, given its particular attachment to the National Holiday that does not have to share the majority of Lorca, which has led to an overvaluation of their price on the part of their still owners, insisting that the neighbors "carry the dead" while they take part of the compensation of the Insurance Compensation Consortium they received after the earthquakes of 2011. "It is a reckless operation and little intelligent when, in addition, from the government team insists that the municipal accounts are committed for the payment of the sentences of the failed urban agreements to which only IU opposed, "he concluded.
