Lorca, one hundred days later. (19/08/2011)

The Council approved the project of almost 5 million euros to repair the Parador de Turismo

So far the state administration has disbursed over 152 million euros to alleviate the effects of the disaster

The presidential minister, Ramon Jauregui, today the Council of Ministers a report on the actions undertaken by public authorities and particularly by the state to mitigate the damage caused by earthquakes that struck the town of Murcia Lorca last May 11.

Because of earthquakes nine people died, 324 injured and thousands were evicted from their homes.

There were significant damage to numerous individual buildings, infrastructure and public facilities and cultural heritage.

The magnitude of the disaster required a rapid and coordinated response of the government, which took place through various committees such as the Inter-coordinated by the Ministry of Interior (General Directorate of Civil Defense and Emergencies, the Joint Committee involving the AGE, the AC of the Region of Murcia and the city of Lorca and the Single Desk for the Care of Victims of Lorca, attended by officials from the three administrations.

The Government of Spain, in particular, has adopted several rules among which the Royal Decree Law of 13 May by adopting urgent measures to repair the damage and the Royal Decree of 20 May, granted a direct subsidy to the Autonomous Community of Murcia, to finance measures to repair the damage to educational infrastructure, in addition to various agreements that take account of emergency repair works.

Emergency Response

The initial effort was aimed at rescuing the victims, health care and inspection of buildings (7839), which have been finally classified as non-residential (3.94%), without structural damage (5.93%) and living (89.27%).

The disaster response was swift and effective, as evidenced by the Military Emergency Unit (UME) will be activated within an hour after the second quake.

In the first 24 hours were deployed 630 troops and 195 vehicles of the EMU and at the end of May 12, three sites were installed homeless.

From May 17, there is one camp for up to 2,600 people.

Dwelling

Once past the first moment of emergency, from the early days began the reconstruction, repair and financial support, regulated by Royal Decree of 13 May, paying particular attention to activities relating to construction and housing.

Of the 33,000 available to Lorca, there are 23,748 who suffer from some type of damage.

So far 738 homes, of which 70% were inhabited, have already been demolished and is expected to reach a thousand.

13,176 applications for assistance to rebuild or repair have been submitted by individuals and are being processed.

The estimated cost of this aid is 220 million euros.

1158 are also requested rent subsidies for the destruction or damage to the housing 130 for replacement appliances.

The total cost of this assistance is estimated at 15 million and 348,000 euros respectively.

These grants will go will be paid as approved by the Joint Commission.

The Government is aware that the administrative work being slow at times but it shows its willingness to facilitate collaboration between the Government of Spain, the Government of the Region of Murcia and the city of Lorca, in order to expedite the processing of records and the arrival of aid.

Beyond aid, the truth is that it is necessary to respond to families whose homes have been demolished while performing a reconstruction that can last several years.

The Cabinet has now studied the possibility raised by the Ministry of Development to build on City-owned modular homes available to families would agree to the rented housing with appropriate support.

Other allowances and assistance

In addition, by agreement of all regions, the July 28 decision was made to allocate this year Lorca in 2011 25% of the State Plan on Improving the Competitiveness of Trade (€ 1.5 million of a total of 6,000 000 €).

Cultural Heritage

Important cultural heritage items were damaged to be repaired urgently to prevent its ruin.

The Ministry of Development, mostly from the 1% cultural, will finance the following works:

o Consolidation of the Palacio Guevara

or restoration of the wall of Lorca

or San Antonio Porch Restoration

or actions at St. Matthew

The total budget for these actions is 8,243,148 euros, of which 2,663,722 have already been executed euros.
