Emergency Councilman of the City of Lorca, Eduardo Sanchez, has reported this morning that the city council is currently in development and production of a specific plan designed to optimize the response of various emergency and security services in case of earthquakes .

Abad Sanchez explained that the City wants to use the example that has provided the action carried to term in our city after the earthquake of May 11 to devise a special plan to fit the response options that can provide the municipality with situations similar.

Thus Lorca will be the first town in the Murcia region that has a plan of this nature, which revolves around the idea of ​​learning from experience.

The development of SISMILOR is part of what is collected in the Emergency Plan for Seismic Risk Region of Murcia (SISMIMUR), which establishes the organization and operating procedures to deal with earthquake emergencies affecting the region.

The project aims to establish a permanent device and updated information, forecasting, warning and action to earthquakes up to protect threatened populations and, where possible, avoid or at least reduce the damage that can produce goods and essential services.

Abad Sanchez explained that the wording of Sismilor provides a multidisciplinary approach principle that there will be the contribution of professionals from different areas, some of whom have been involved in emergency management has been our city.

Among the disciplines that contribute their analysis and indicators included the experts in architecture, security, emergency communication, health, geology and several engineering.

Objective: To improve response and reduce risks

SISMILOR intended as a tool of local seismic risk management, which allows the development of prevention, mitigation, preparedness, early warning and response organization before the occurrence of an earthquake, as well as improve response and coordination in emergency rehabilitation and reconstruction after a destructive event, in order to prevent and reduce risk.

Seismic Risk knowledge is necessary and prior to taking action, as well as management and territorial planning in earthquake zones.

The estimation of seismic damage scenarios is absolutely imperative to develop seismic emergency plans at local, which sets out the organization and operating procedures in order to deal effectively with emergencies by earthquakes that could cause a serious impact.

Accurate assessment of seismic risk urban scale requires detailed studies in which take into account the one hand the seismic aspects (rupture, propagation, etc..), Geological (ground effects, considering potential amplification phenomena associated with surface geology), seismic (hazards associated with seismic shaking), engineering (vulnerability and seismic performance of buildings) and on the other hand, those related to economic and victims.

The organizational and functional structure SISMILOR is based on three basic considerations: the organizational framework that enables integration of all regional actions in the Plan of the Autonomous Community; ensure, depending on the scope of the emergency, the Management and Coordination actions by the municipal authority; organize the services and resources of the Municipal Administration itself and other public or private.

This Action Plan to the Local Area Seismic Hazard define the different phases of the emergency, as the damage to people, property and environment, classified in different levels depending on the degree of damage, and along with other Civil Protection Regulations both nationally and Autonomic establish the actions to be running the various bodies that make up its structure and the means and resources to be mobilized in accordance with the gravity of the situation.
