The City identifies the following major problems 5 months after the 140 earthquake records blocking demolition (11/10/2011)

The city council hopes that the new era which opens with the arrival of the Commission serves to find consensual solutions to the problems of Lorca.

Management Councilmember Earthquake Recovery, Satur Martinez, took stock of the situation of the municipality as of today, a day in 5 months to comply with earthquake that resulted from the further destruction of infrastructure in Spain since the Civil War .

Satur Martinez reported that, to this day, a total of 1,164 homes (where they lived about 3,000 people) have been demolished.

The total demolished area equivalent to 17 football fields (164,458 m2).

The aid provided by the City Council based on the Bureau for Development funds amounting to 1,480,730, which have directly benefited 751 families.

In this article we have approved a total of 564 grants for basic necessities and 163 repayable advances, among other measures.

In addition, the City Council has approved an aid of 500,000 euros has been given to merchants and entrepreneurs (Ceclor and Chamber of Commerce) to reactivate the sector.

Stay aside a portion of 623,950 euros to meet new demands by the victims.

The council has emerged as one of the most stressful return the derivative of the demolition of 140 cases referred to Government Office.

In this regard, Satur Martinez has appealed to the responsibility of government to find a solution to this.

Martinez said that "it would be unfair to pay the demolition of their homes to those who have lost in the earthquake. Our proposal is to open a new term to cover these cases and those who continue to emerge, as technicians continue to review structures of many buildings. In any case we are open to discuss other proposals that are really satisfactory for Lorca. "

Aid of the Joint Commission has not come a dime

Regarding the operation of the Joint Commission; Satur Martinez said that "the City Council has taken a huge workload, never before faced by any Consistory of our country. On the basis of effort, sacrifice and work, we managed to get ahead ( to date) 14 192 records. I mean, we've done our part. The timing of this Committee is as follows:

- Aid for Recovery and Rehabilitation: - Aid for rent:

Martinez said that "so far from the National Government has not come a dime of all applications approved. Much has been said, perhaps too, the functioning of this Commission and its slowness. We will not enter into controversy some, but the truth, which endorses the numbers, it has not gotten a penny. In any case we opt for a normalization of relations between governments, because only if we are all to hand and we leave this situation ".

The City maintains its proposal to give money and aid

Councilmember Earthquake Recovery is anticipated that "the City Council ratify our proposal that the Joint Commission directly approve delivery of aid to the victims and, subsequently, is appropriate to supplement the documentation. This will speed up the whole process, we gain all. There are legal mechanisms that allow to take and implement this measure, and we ask again, is carried to term. This request is perfectly feasible from a legal point of view using two formulas, the first on system of "payments to justify" contained in the General Appropriations Act and complementary legislation developed. A second way would be the "system of payment of subsidies" as envisaged in the State regulation of public subsidies and, as the previous case, is applicable in this case. "

The Plan requires Lorca Lorca as they tried to treat other sites

Satur Martínez Lorca said that, at this point, we are demanding a comprehensive plan of action, which culminated in the Plan Lorca.

We talked about a plan that reflects the proposals of various socioeconomic actors in the municipality.

It is structured and structuring a document that defines how it should be the recovery of Lorca after the earthquake.

The panorama facing Lorca does not work with partial and ad hoc measures, so we will continue defending our Lorca Plan as the most effective solution to the context we are experiencing.

Do not ask for a better deal, but a just and equitable, we want to do with Lorca same has been done with other regions and its people against disasters.
