The Cabinet has approved by a Royal Decree, measures to expedite the payment of aid to the victims of the earthquake in the city of Lorca on 11 May 2011, and to rebuild the demolished buildings and promote Lorca's economic activity.

After the earthquake, and in order to mitigate the damage to this town, two Royal Decrees approved an Agreement Law and the Council of Ministers that collect a total of eighty measures that have not fully materialized and there are administrative difficulties in managing the aid.

Ten months after the disaster, has completed the application deadline of virtually all aid.

Therefore, it is urgent and pressing to implement a streamlined procedure to ensure that the aid approved immediately reach their intended recipients.

News

For this reason and to ensure urgently that aid are met as quickly as possible, and that the town of Lorca is rebuilt in the short term, the Council of Ministers approved today the Royal Decree, the main developments are:

- The method of payment to beneficiaries by payment by financial institutions based in Lorca, prior service contract to provide cash to the Official Credit Institute shall apply for the following grants contained in Royal Decree-Law 6/2011:

- Aid to dwelling and replacement of equipment provided in Article 3.1.a)

- Helps repair, rehabilitation and reconstruction of houses under Article 3.1.c)

- Aid for the repair, rehabilitation and reconstruction of premises or commercial establishments, industrial or service Article 3.1.d)

- It is envisaged that in the reconstruction of homes demolished, and in response to the exceptional circumstances arising from the situation of a catastrophic nature, may be subject to enforcement actions for reconstruction and also attributed to the Public Business Land (SEPES) the status of agent builder.

- Extension of tax benefits in the Property Tax and Business Tax for the year 2012.

- Deferred tax liabilities due for income tax and the Income Tax of Individuals for the year 2011.

- Are exempt from taxation allowances and grants, so as to neutralize the income tax and corporate income tax.

- Grants for projects of special interest to the trade sector in the municipality.

- Prepared by the three government strategic plan in order to promote economic and social activity of the municipality.

Payment Procedure

Regarding the payment procedure mentioned above, is as follows:

- The Official Credit Institute will sign a contract of service cash with financial institutions located in Lorca.

- The beneficiaries of aid in your checking account will receive the help recognized.

- To do this, in connection with reconstruction aid must meet the requirements of Royal Decree Law and the regional rules which provide for the disbursement of 50 per 100 of the aid at first, to pay the rest upon presentation of documents proving the completion of construction or rehabilitation, as well as the requirement to apply for planning permission within two months after termination of the grant of aid.

Failure to comply with these obligations gives rise to the refund procedure.

The method of funding for these grants, financed from the General State Administration and the Autonomous Community of Murcia, is governed by the following criteria:

- The Official Credit Institute (ICO) will create a line of credit called ICO-LORCA, for a maximum of 115 million euros, expandable if necessary, by agreement of the Executive Committee for Economic Affairs.

This amount is to aid the Autonomous Community of Murcia will have to pay and to this end, the institute will sign a loan with it.

The principal, interest and, where appropriate, the commission will be covered with the retention effect for the ICO system resources for financing the region.

- The Central Government and the Autonomous Community of Murcia will satisfy the ICO the amount for recognized aid to beneficiaries in proportion to their share of funding allocated.

The share of the Central Government shall be financed from the Contingency Fund Budget Execution and be released as they are approved for aid.

The increase in cost to the Central Government is derived from the share of income that the state will cease to receive for the tax benefits and deferrals of tax debt, the amount will be similar to last year.
