The City of Lorca's budget for this year will be 3.6 million more than originally planned (31/07/2012)

The costs have been conducted this year by calculating a budget of 64 million euros from 67.6 when it finally is.

This is due to improved tax administration and the Central Government has already confirmed the compensation for the property tax exemption for 2012 for those affected by earthquakes.

Councilman of the City of Economic Lorca, Luis Amador, presented this morning, 2012 municipal budgets, which are at 67.6 million euros, which means that there will be 3.6 million more than initially planned with the order of non-availability of 25% which rendered the once mayor were extended in 2011.

Amador explained that "in fact the aggregate budget, which amounts to the City Council of SEPOR, Limusa and Emergency Municipal League stands at 78.89 million euros."

The mayor explained that "this variation in the initial estimate has been made possible mainly through the efforts of area and Treasury tax revenue because in recent weeks have confirmed an increase in revenue, as the Central Government has accepted the City Council request that those affected by the earthquakes that were exempt from paying property tax paid in 2011 nor in 2012. Therefore this year the municipal coffers of the state receive compensation greater than in the previous year, reaching the 12.4 million for this purpose. Without this confirmation had to do a calculation based on the income actually received Lorca collected from last year. "

However, Amador said "are budgets that require everyone's effort, but allow us to conclude without trouble a year in which, by the economic downturn, revenues have declined from last year and, therefore, has to reduce spending. "

In this sense, Amador said "are social budgets because they make a special effort in the social and employment promotion, to spend about 9 million euros to these issues."

However, the mayor explained that "this is about as realistic budgets and meet the new legal framework which requires budgetary stability. We would have liked to have more money to do more, but we are not is willing to approve a budget with notional income and then stop doing it or shoot debt committed as did other municipal governments in good times. Citizens have put us in the City to do more with less money and that we are doing, for example, by launching new services such as the Department of Management after the earthquakes. "

"The budget we present today are the best I could do with the money that is coming now in the municipal coffers. Let overburdening the gum, but with the assurance that they will break. Proof of this is that so far this year we have been working with a forecast of a budget of just less than what we have and we have to pay all debt to suppliers without reducing benefits to citizens, "the mayor stressed.

Luis Amador stressed that "the savings in the budget is mainly achieved by reducing current expenditure, with measures taken this year and put out to tender the contract mobile addition of parks and gardens, renegotiate rents and property machinery, and even eliminate some of them with measures such as relocating the headquarters of the Department of Women to CLD, and reduce contributions to local businesses as Limusa, thanks to good management that you will be made having to pay this year € 300,000 less for the cleaning of public roads and municipal buildings, maintaining the quality of service. "

Similarly, the mayor has listed budget cuts the Mayor by 30% and the Department of Information Society in 51.27%, and in other areas such as Planning where you will save 54.6% with the reduction in fuel costs, publicity and advertising, publications, external studies, ...

This data is not including the chapter on municipal staff in these areas.

For its part, the cost of Council staff will be reduced by 2.4 million euros thanks to the freezing of the template, eliminating overtime and Christmas bonus ... "All this without the services are reduced citizens, through the efforts of municipal workers and increased working hours, "said the mayor.

Furthermore, it should be noted that the chapter staff this year have included workers hired by employment plans that are subsidized by the Regional Government.

As for planned investments include, among others, € 762,500 in the Urban Initiative of the Barrios Altos de Lorca, and € 500,000 in sanitation and water supply.

To these he added that the council is running and that within the next few months for the rehabilitation of municipal facilities damaged by earthquakes, which being funded from the Insurance Compensation Consortium received in 2011 do not have to contemplated in the budget this year, considering remnants of previous years.

A similar situation occurs with the works of Multi-Year Plan neighborhoods and districts that are implementing this year.
