The City uses a new computer system based on the experience of earthquakes to manage emergency arising from the floods (11/10/2012)

Councilman Information Society of the City of Lorca, Francisco Garcia, reported that the city council is using a new system of communication and data collection that developed after the experience of the management of emergency arising from earthquakes to jobs that are being developed in situ in the most disadvantaged areas.

Garcia explained that this system, called Emergency Management Software (SGE 2.0) is still very convenient to prepare a technical report of incidents in the areas of agriculture, livestock, environment, housing and infrastructure.

The SGE, emerged from the May 2011 earthquake, is able to adapt to any event of natural disasters or accidents, such as the floods in the region.

The application was designed to learn from the experience after the earthquake, in order to manage any emergency and its derivatives being able to save time and money to the administration and citizens.

This application is the result of the work of a multidisciplinary group of volunteers in 2011, located in the municipal emergency hub in Lorca, worked intensively during the first days after the seismic crisis of May 11 to coordinate the work of risk assessment and damages.

This work was necessary to restore normalcy in the City of the Sun in its development interacts and collaborates a virtual community of users made by management, security and emergency bodies, scientific, professional, technical, universities, businesses, volunteers and general public, where governments, social partners and citizens work simultaneously.

The SGE 2.0 software, whose development has helped the Group's Cloud Braingapps Incubator of the Polytechnic University of Cartagena, allows authorities and governments take control and emergency management in all sections: emergency location, damage assessment and risks, assist points and information to citizens, affected areas, sanitation networks, mobile healthcare, telecommunications, energy, online consultations records of grants and / or compensation and the same situation, state of the affected buildings, etcetera.

These capabilities are being used for the first time in Lorca in Spain as a case study to perform with a reliable and technologically advanced, an evaluation closer to reality, flexible and upgradeable in real time.

The City of Lorca, in addition to being a pioneer in its application, is sponsoring its creation and development, as evidenced by their collaboration in the international launch of the SGE 2.0 at the 15th World Conference on Earthquake Engineering (15thWCEE Lisbon 2012) and the more recent presence ESRI conference during Spain 2012, held in Madrid on 3 and 4 October, considered the biggest event of the year on geographic information systems applied to the Public Administration, Environment, Energy, Water, Defense, Transportation, Agriculture and Education , among others.

Their presence in the Portuguese world conference responded to the invitation of the Association of Earthquake Engineering of Spain, who presented the results and conclusions of the research during a joint expedition with French associations, Portuguese and Swiss made in Lorca after the earthquakes.

Five applications

In practice, the platform uses five basic applications, four technical root and a final social utility on the database of the municipality managed in a virtual plane Google-Earth type allows data logging, impact assessment, a quick estimate of damage, organizing logistics and information transmission, from a municipal central coordinating server roles.

Also this software can be implemented plugins and widgets that allow the system to adapt the software to the needs of the government and citizens.

This quintet APPs basic package allows SGE 2.0 software perform a complete record of data required to meet the emergency.

In the case of an earthquake like the one in Lorca consist, first, in the buildings census or register to subsequently quantify the vulnerability of these (value 0-5).

The fifth is the most interactive application from the social point of view.

The system creates a virtual network parallel to the famed WhatsApp connecting directly to the authorities with citizens.

Thus, governments or institutions can distribute accurate and continuous messages instantly on the situation and advice or instructions, plus connect to the neighbors to each other and know their status or send messages of calm.
