The Council of the Local Agenda 21 through the draft Improvement Plan 2014-2018 Air Quality in the Region of Murcia (30/09/2014)

Councilman Environment of the City of Lorca, Melchor Morales, has reported that the City of Lorca met this morning to the City Council for Environment and Sustainability of the Local Agenda 21, in order to treat as a single matter within its agenda air quality, since it was found by the Department of Environment, through the General Department of Environmental Quality, the preparation of the Draft Plan to Improve Air Quality 2014-2018.

Cabrera Morales stressed that for channeling consultations, discussions and public comment on the Draft Plan to Improve Air Quality, the city council has made available to all citizens an email address for submission of proposals about: agenda21@lorca.es.

The text of the Draft Plan to Improve Air Quality is available for consultation on the website of Agenda 21 (http://www.agenda21.lorca.es/documentosDetalle.asp?id=17).

Melchor Morales has indicated that the main objective of the air quality plan will be to improve air quality values ​​of those contaminants that have passed and to maintain ideal levels.

Since CARM is committed to articulating a Plan to Improve Air Quality for ozone, and given the difficulty of controlling the secondary pollutant, in which environmental conditions are crucial for their generation in the atmosphere, the outlines of this Plan, are targeted towards medium to long term the following objectives:

Establish better control of the precursor sources.

Deepen your knowledge of the mechanisms of formation and transport.

In the short term, in the event of exceeding the level of public information and warning, improving information systems using modeling systems, in order to provide for the improvement of the levels, and by placing pieces of information and improving existing, in order to give an accurate and adequate information to citizens in general.

Regarding PM10, DG Environment developed, in 2010, a specific air quality plan implemented several measures and getting lower particulate levels.

Among the measures to be developed can distinguish horizontal and sectoral measures.

Horizontal measures will help improve air quality, the impact at several levels:

Information on air quality for citizens, more accessible and transparent, easy to understand and available in real time, more training, including this matter in various stages of education.

Awareness of citizens, as the attitude and certain behaviors can influence an increase or decrease in pollution.

Simplification of procedures and implementation of environmental measures in their own operations.

Research situations of frequent pollution as ozone generation in times of high insolation or high concentration of airborne particles.

It is also important to improve predictive models of pollution with sufficient time to take appropriate measures.

Sectoral measures target specific sectors involved in the emission of pollutants, each with its peculiarities, such as industry, transport, construction, agriculture and livestock or residential, commercial and institutional sector.

The case of Lorca.

In the case of Lorca, and the Region of Murcia, the characteristics of the physical environment influence the dispersion of pollutants regardless of the source of pollutant sources, and are an important factor for better or worse air quality conditions are met or favor the formation of secondary pollutants such as ozone.

Lorca, thus influenced by frequent episodes of intrusion of African dust, which affect the levels of particulate matter, PM10 detected in the measurement stations Surveillance Network.

One of the conclusions of this draft notes that these natural events are determined by the geographical location of the region, which facilitates the entry of African dust.

To prepare the Plan for Improving Air Quality in the Region of Murcia, has followed the methodology used in the draft Air Plan, Ministry of Agriculture, Food and Environment.
