Reverte says the political and administrative autonomy is impossible without adequate funding (22/09/2008)

The Minister of Finance and Public Administration, María Pedro Reverte, said today in Lorca, during the inauguration of a course at the University of the Sea, "Without sufficient funding, political and administrative autonomy is not viable and impossible that we pay local authorities citizens quality services. "

The regional head of the Treasury insisted that "now more than ever, the state must turn over all their effort and financial investment to the regions and municipalities, to overcome the crisis situation in which we are" and regretted that the Central Government "seeking to cut funding for municipalities and communities where we maintain the level of services to citizens and more and more assume the powers."

In this sense, Reverte recalled the regional government's commitment to increase "the limit of its possibilities" budget allocations in 2009 will go to municipalities, to prevent "the decline in revenue from city coffers will lead to financial collapse" and announced that "we oppose any revision of the System, in these times of crisis, leading to an increase in the tax burden on citizens."

Murcia, a community with less debt in Spain

The Minister also referred to an efficient regional financial management in recent years which has allowed us to invest for growth, reduce debt to increase our solvency and also generate a surplus, in compliance with budgetary stability objectives, making the Region of Murcia in the region with lower volume of debt in Spain.

The course opened today by the Minister of Finance and Public Administration on 'The Reform of the Territorial Haciendas: Hacienda regional and local' focuses on the current funding situation of the regions.

On this issue, the minister stressed that "governments are to help and not to create problems", so called the state a coherent policy on this principle, since the economic crisis in Spain and open debate on the regional financing system "has deployed a host of unknowns about the financial future of communities and municipalities.

María Pedro Reverte insisted that the state should make visible to the 300,000 Murcia where the regional population has grown since 1999, which has meant the loss of 1,400 million euros in the last six years "that the state must pay the Community. "

Finally, the head of the Regional Treasury reaffirmed that the Community maintains its demand that the State must articulate a new regional financing system "with real solidarity and responsibility criteria, whose validity will only be accredited by the unanimous support and all regions, as happened in 2001 "with the current system.

This course at the University of the Sea is led by the Director of the Institute for Fiscal Studies, Ministry of Economy and Finance, José Labeaga, and Professor of Applied Economics at the University of Murcia, Gloria Alarcón, and will last until Friday , September 26.

Among the speakers at the course, which takes place in the Orchard House Ruano de Lorca, are the director of Budget, Isabel Martínez, who participated this afternoon, from 17:00 pm in a panel discussion on regional funding, and Director of the Regional Revenue Agency, Encarna Lopez, who will do so in a panel on governance at the local level, next Thursday, also from 17:00.
