The City of Lorca shows its "categorical rejection" to the reform of the Statute of Castilla La Mancha with regard to the Tajo-Segura (27/10/2008)

All the political groups represented on the City Council approved a motion Lorca in defense of maintaining the Tajo Segura.

The agreed text provides for "express outright rejection of the City Council the draft amendment of the Statute of Castilla La Mancha, as this is clearly unconstitutional and against the interests of the Spanish.

The motion also contemplates that the "Lorca Town Council considers that the solution to the structural deficit in the Segura basin should be based on the maintenance and consolidation of the Tajo-Segura, ensuring adequate flow of contributions to the needs of this basin, and basin water transfers surplus, ensuring environmental sustainability and economic and social viability of the Basin involved. "

The Plenum also points out that "the city of Lorca rejected and asked not to be taken care of any request to modify harmful norms and laws governing the joint use of the Tajo-Segura, regardless of the institution to which he comes."

In this sense, the motion states that the "Lorca City Council also requests that are not progressively decrease from the Tagus flows when regulating the Hydrological Plan of the basin, as the current wording reflects the Castilian-Manchego Statute."

The city council has further agreed "to request the legal organs of the Autonomous Community of Murcia and the Government of Spain, who issued a report on the constitutionality of those articles of the draft amendment of the Statute of Castilla La Mancha involving the repeal of the Tajo-Segura. "

The result of this motion will be transferred to the Constitutional Committee of the Congress of Deputies, all the parliamentary groups of the Congress of Deputies and the Senate, and the Government of Spain.

United against the threat to eliminate the transfer

The Tajo-Segura is the most cost-effective infrastructure of Spain in the last 200 years has not only allowed the development of agriculture in the Mediterranean toe but contributes in a very positive trade balance of Spain, especially in horticulture (data from the first half of 2008 show a surplus of 4,000 million euros, of which 60% is contributed by the provinces of the southeastern Spanish).

Over nearly 30 years of the Tajo-Segura, was structured social and economically a territory covering a direct, four autonomous regions, generating more than 50,000 jobs and benefits a population of over 2.5 million inhabitants

Infrastructure, on the other hand, is regulated by the State through the Law 52/1980 of 16 October, regulating the economic system of exploitation of the Tajo-Segura and different rules for its operation and that is covered by the Act of PHN and the Tajo Basin Plans and Segura, in exercise of the powers that the Constitution assigns to the State as guarantor of the unity of water resources management and application of the principle of solidarity and rational use of natural resources, which is implemented in this case, through water planning.

In this sense, the claim of the Draft Amendment of the Statute of Castilla La Mancha to modify, interpret and nullify the law regulating the Tajo-Segura, focusing squarely on water planning that is attributed to the state, is seen clearly unconstitutional .

Therefore, addressing the threat posed by the current wording of the proposed reform of the Statute of Castilla-La Mancha for this infrastructure, vital to our municipal and the Region of Murcia, the Municipal People's Party, Socialist and Izquierda Unida-Los Verdes, presented to the House of HE.

City Council for discussion and approval of that motion.
