The integration of high speed Lorca does not require environmental impact statement (14/10/2009)

The Government delegate, Rafael González Tovar, reported this morning that the Government Gazette today published a decision of the Secretary of State for Climate Change (Ministry of Environment and Rural and Marine Affairs) by adopting the decision not subject to environmental impact assessment project of urban integration and adaptation to high performance railway network in Lorca.

The resolution states that the purpose of that project is to trace the burial of the Mediterranean Corridor Project High Speed your way through the town of Lorca and added that the alternative selected information from that study, approved the doubling in surface current path, running through the corridor of the highway.

The objective of the burial is to generate a new urban space, taking advantage of free spaces, improve pedestrian connections and reestablishing shot permeability and reduce the acoustic and landscape.

The resolution also says that after the anállsis of the allegations made, the Directorate General of Environmental Quality and Evaluation has suggested the developer to enter the study report any measures to minimize potential impacts identified in the responses received (mainly concerning archeology, trails, tortoise, habitat restoration, landfill and hydrogeology) and the Directorate General of Railways has informed that assumes the answers imposed on the responses received and that during the preparation of informative study will take into account the same performing additional studies indicated.

Therefore, the measures passed to join the study report which deals with the assessment decision.

Project Features

The research for projects the burial of the high performance line passing through the town of Lorca keeping the layout plan of the solution adopted in the study report.

The modification of the standard can eliminate level crossings currently available in the urban core and minimize the conditions for land occupation and noise, as required by the DIA.

The construction process for the implementation of the underground railway passing through Lorca is the construction of a tunnel between screens.

It also indicates that the construction system proposed excavation between screens and in isolation on the outside, it makes no condition added to the occupation of land compared to the alternative with DIA and a condition will significantly lower in the urban section to be reduced significantly work period on the surface.

As for the possible condition the water system, the document says that the water table is located lower than the lower level which could accomplish the work and, as stated before, the river passing through Guadalentín Lorca is dry most of the year.

Regarding the condition of archaeological sites, indicates that the possibility of an effect or not is not modified with respect to the solution adopted in the study report to DIA.

The environmental document notes that the underground solution avoids the barrier effect of the existing infrastructure, creates a new urban space usable for the restitution of the Vereda de la Rambla de Caravaca and improve the acoustics and landscaping over the current situation.

The environmental document includes measures to minimize the impact during construction and landscape restoration and integration of the areas concerned.

In addition, the developer has agreed to incorporate the construction project measures cultural heritage resulting from the comprehensive archaeological survey to be undertaken, which is defined to be in accordance with the General Directorate of Fine Arts and Cultural Property Murcia replacement of the cattle trails, the protection measures tortoise and restoration measures - especially in the Guadalentín - after work, to be set all in coordination with the Directorate General of Natural Heritage and Biodiversity Murcia; the measures to protect the hydrogeological system, which must be approved by the Hydrographic Confederation of Segura and the exclusive use of quarries authorized by Murcia for its restoration with this type of waste.

Given this, a proposal from the Directorate General of Quality and Environmental Assessment, does not appear that the project will produce significant adverse impacts, thus resolve not to submit this draft procedure for environmental impact assessment.
